On 08-08-2015, Mr. Dominic, former employee of DCPU-Chennai who was in the Tondiarpet Railway Station, on seeing many of the children without any seniors help entraining a local EMU Train in Tondiarpet alerted the North Chennai Childline Help Centre –Managed by Bro-Siga Social Service Guild –Vyasarpadi, Chennai-600039 over phone that 40 children were in Tondiarpet who might be child labours in some place and trafficked by someone else. The children travelled in GUAHATHI –KOCHUVELI EXPRESS en route to Chennai – Central Railway Station -Bangaluru. On enquiry, they said instead of detraining in Perambur they unknowingly detrained at Tondiarpet.
Immediately, 6 team members of the CLHC (CHILDLINE-1098-HELP CENTER)- BSSSG, Vyasarpadi ,Chennai-39 ,reached the destination ,and then with the help of Railway Police they accompanied the Children to reach Chennai-Central Railway Station Childline Office. The staff of the childline center informed all the Depts. in the Central Railway station – CHENNAI CENTRAL RAILWAY Station Manager, Superintendent of Police - GRP&RPF and also to the Director, BSSSG –Chennai Central Railway Childline, Mr.M.Sundaramoorthy. POLIMER Local TV and other Medias came to the Railway station.
The officials of the Chennai Central Station - SM, Inspector, SIs and Director, BSSSG –CHILDLINES enquired the children and two youths who accompanied children from such a long journey-BIHAR –BENGALURU. The youths had only Voter IDs and some of the children only had Madarasa IDs, others had no ID Proofs. In the meanwhile, Mrs. Glory Gunaseeli, District Child Protection Officer,DCPU - Chennai and Mrs. Sheela –Member CWC-Chennai came to enquire and help the children to go to Bangaluru for their purpose with legal procedures of handing over the children to CWC- Bangalore. Mr.Arunmozhi, City In charge (CIF), Chennai informed the Bangaluru Central Railway Childline managed by the BOSCO - NGO which was started on 31-07-2015.
At Chennai Central the children were provided with meals and protected water by the Central Station Manager.
Two Team Members of Bro.Siga Social Service Guild – North Chennai – CLHC (Mr.Yuvaraj, Team member) and Bro.Siga Chennai Central Railway Station Childline (Mr.Jayakanthan, Team member) , 2 GRP and 2 RPF Staff were deputed to accompany the children to hand over them to CWC-Bangalore .The Children were arranged to entrain LALBAUGH Express at about 3.30PM TTR –examined and found that only 32 had tickets and others had no tickets the youths who accompanied them from Bihar bought 10 tickets in the Arakkonam Station. At about 9.30 PM reached Bangalore.
Mr. Wasim a Team Member from Bangaluru Central Railway Childline came to receive the children and arranged their NGO van to reach BOSCO-HOME for Night Stay. They were provided breads as food.Mr.Arunmozhi informed his Bangaluru Counterpart to arrange for the stay of children in BOSCO-HOME. The children stayed in the home. At 2.00 AM the children were admitted to stay in the home. Two Team Members stayed there. At about 5.00AM the GRP&RPF came from Chennai Central on Escort Duty went away.
The Local Polimer TV telecast the incident Deccan Chronicle and Dinakaran Dailies - news paper brought out the news in their Dailies with photographs of the incident on 9th August 2015.
The C-I-C Bangaluru Ms.Chitra insisted the Bangaluru police to sign the documents but they did not do it saying that they had not received any information regarding the rescue of children from Chennai Police. 5 members from Bangaluru Madarasa came to help the children. Though our Chennai Rescue Team had the Authorization letter from CWC members, the members of the CWC-Bangaluru argued the Chennai Team - Why did you detain them? In a frenzied mood.
ON 09-08-2015, the Bro-Siga Chennai Central Railway Childline Team members went to the BOSCO-Home where their counselor Ms.Jenifer counselled the children.
Then at about 4.00 PM they started to go to CWC in NIMHANS a 20kms away from Bangaluru. The Process of handing over lasted for about 8.30PM in the night, and then the Team Members stayed in the Bangaluru Railway station.
On 10-08-2015, went to CWC where Mrs. Divya Narayanan the CWC member was on leave. They waited for the other members to arrive. They queried our Team that Why did you bring them here? And why did not you hand over to Bihar? Our Team members had said that as they were to go to Bangaluru, we had brought them here. Then asked about why the members of CWC had not written a proper letter. Then our Team Member Mr.Yuvaraj &Mr.Jeyakanthan contacted Ms. Sheela, the CWC –Member, Chennai. She in turn contacted her counterpart of Bangaluru –Ms. Sheema. She okayed to help the 40 children through their Superintendent, but they delayed the process.
In the meanwhile, Muslim Jamad People came & threatened our Team Members holding the shirt part of the Heart and raised their hands to beat them in their cheek and also chided them to release the children in one hour. Ms.Sheema CWC member seeing the problematic scene called the Police, they came in 2 jeeps, they had not asked any questions about it towards the gang/group who gathered there. Then our Team Members got the CWC Authorization Letter for the handing over of 40 Children in the CWC Bangaluru.
On such operation full protection of Police is necessary for Staff on Rescue Duty.
We believe that in future authorities concerned will take necessary steps to avoid such an untoward official incident and cooperate with the Childline Team members and protect them any outside occurrences.
